When and why was the Tom Howard/John H. Reid Short Story contest created?

The year: 1991. The reason?

Very few contests at that time were available for longer short stories. Most contests had an upper limit of two or three thousand words. Our limit is 8,000. We have no minimum. Also we will accept all types and genres of PROSE as well as short stories. Essays, articles, biographies, etc., are also very welcome. Also we do NOT impose any restriction on previous publication elsewhere. The aim is to have a contest with as few restrictions as possible.

What can writers learn from entering a writing contest? 

It's an experience in professional writing. It's a way of determining if you have the talents to succeed. It's an opportunity to hone your skills by comparing your submission to the winning entries and carefully reading the Judge's Report.

What should writers keep in mind? 

THE RULES. One of the reasons I impose as few rules as possible is because writers are notorious for misinterpreting or simply not reading rules. I am a professional judge. When judging other contests, I have often been forced to reject potential winning entries because the authors did not adhere to some minor rules!
